I believe it is just a flashing light to warn other motorists that a school bus is present, and that caution is advised.

It means that either you are color blind to purple or the strobe light you saw had a broken purple lens

At least all of the ones in my area are a slight purple color.

The purpose of it is to make certaing motorists see the bus and be careful as they approach.
