The sending unit is inside the tank. The tank may or may not have to be lowered to access it, depending on specific model.
But before you do that, make double-sure the ground is clean
and secure. Many fail to work properly because of bad grounding, and due to the age of your T-Bird, I would say yours
is a candidate for a faulty ground. Often the ground is removed
and re-attached during service and the new sender works fine
but the old one may have still been good. They don't fail very

There is a float inside the gas tank. My vehicles have the same issue. They tell me it is pretty common now in all vehicle makes becaue of the gas with all of the additives. The gauge does read correct after driving the vehicle for about 10 minutes. Ford dealership can talk to you about iddue you are having or there is even a toll free line to Ford Customer Service.

well yes its under the car in the tank you do not half to take it out but you almost do undo the straps and all the vapor return lined and the out going line and is quit a ordeal but done quit a few of em and just replaced the sending unit and the fuel pump as well while your down there,( its mounted on the side of the fuel tank, twards the top on a angle) if in any doubt take to a good shop and or the dealer I know it cost but you want it fixed right not saying u cant but hey if it fails again they must fix it under warranty take care

You will have to drop the tank. The sending unit is part of the fuel pump assembly. This can be a big job and replacing a fuel pump is one of the most problematic repairs today.

Most sending units from the early 80's up are part of the fuel pump and are in the tank...

Yes you will need to drop the tank to get to it. Be sure to take a look at the electrical connections when you first lower it because it sounds like they may have gotten dirty and that could possibly be the problem.

your fuel sending unit is located in the gas tank you'll need to drop the tank to get it make sure to remove as much fuel as possible so its easy to maneuver
