Not everyone lives a eight am to ten pm kinda life. People who evening or grave yard shifts would be coming and going at those hours. Get a white noise machine.

They might be doing something illegal. But don't be just thinking the person(s) are drug trafficking, they or that person could have a graveyard shift (works at night instead of working at day. But if your sure the person is drug trafficking do some investigating.
*Does the house always have a vile or really odd smell?
*Are the person(s) working every night including weekends?
*Do they have big cans or buckets in there house
*Do they own a SUV (most drug trafficers own SUV's)?
*Are your nabours friendly or mean
*Does the person(s) have scarry face(s) like swollen, red, blind and red around the eyelids?

think about it this way some people work at night and during the day when they are sleeping you don't care if you make noise why should they care about you there was a time in my life that i worked till morning and sometimes when i got out early I would mow my lawn at 5 am just to let em know if they don't care that i have to sleep i don't care if they have to sleep I would also play my car radio real loud every time i got home

I had a neighbor once who moved out of their apartment at about 1:00 am! In and out, in and out, moving furniture and boxes into a U-haul trailer, took about two hours, in the middle of the bleeping night!
must be skipping out on the rent?

I agree why midnight? Why not 12:30? it makes no sense to me.
