One effective way to skim is to read the first and last paragraph of every section, and the first and last sentence of every paragraph in between.
However, this is not necessary. Some people skim by just running their eyes across the pages, looking for main and supporting points, or just trying to get the general thrust of the reading.

Depending on the material, I read parts of sentences - get the gist of what is going on and keep going. You don't focus on the small words - a, the, an etc.. but get the main idea but focusing on key words.

It's not really looking at every word and comprehending it as full sentences. It's looking for the key words and concepts as you quickly let your eyes run over the words.

going over the material, but skipping a few words. basically, you aren't reading it thoroughly, trying to get out the main points. the problem is, sometimes you miss main points entirely when doing this! hope i helped. ;)
