Referendum can be commenced by initiative of the people wherein a minimum number is required to petition the government to make a policy and through the legislative body acting as a constituent assembly to make a policy. In your case, you can initiate a petition to be signed by people in your community to demand the government to make a county policy.

Writing referendums that can stand up to legal scrutiny are difficult and it really needs to be reviewed by a constitutional law specialist to make sure it can pass a judicial challenge by the people who will surely oppose it.Then you must have a validated petition signed by a certain number of registered voters depending on what state you live in in order for it to get placed on the ballot.
