I was originally going to control a "regular" DC Motor by using a PWM circuit using a 556 timer. The part count was large and I came across some other issues that could be solved using a Servo. I dont have a PIC programmer or anything like that. Do you know of any ICs that can rotate the servo without many external components?

No.

The 556 is probably your best bet (unless you need to drive the motor in both directions. Then you have no choice but to go with a servosystem)

Though I don’t know your real requirement is, I should say there are several dedicated ICs available on the market for servo control. Search google with ‘servo control ic’

Relays should work.
