I think he is letting his hearers know that this is the way it should be. He goes on to say: "Deep in your hearts you know that every promise of the LORD your God has come true. If God wanted to communicate with us, I do not believe He would need to speak to us in riddles. Anyway, God didn't write any part of the flawed Bible.....imperfect men with their own agendas did.
