what I mean is do you need to wear regular pants underneath them.

I hope you know Ronin has his tongue set firmly in his cheek, don't you? Yes, rain pants are for use outside your regular wear and are great if your on an early morning hunt, that dew can really wear you out fast.

Yes, most are for just protection from the rain. They are usually not the best for hiking and other activities, not enough pockets, etc.
