The Genieva Convention several decades ago tried to put "rules of war" into effect. Such as you cannot use certain bullets, or a serated blade, or some kinds of chemicals. But if there is any on thing that has always been true about war, there are no rules. It's usually why some wars begin with, people broke the rules, so another country goes in and breaks the rules to punish those who originally broke the rules. Even with the current wars. The insugants care very little about rules. To them its a media frenzy. The more rules they break, the more brutal they become, the worse things they do to captives, the more media time they get, and thus more time to spread their opinion to the world. In all, yes there are rules to war, but they are rarely followed, they are not obsolete, just unused.

they never become absolete just broken. but the only way that it can happen is if the chain of command doesnt fully explain to there joes why we have them. there is a reson and it was clear when almost the whole iraqi army quit instead of fighting. if they thought they would be killed if they surrendered then they would of fought and we would of lost more good men! now thats not to say bad things dont happen but that is part of war things will not be nice but even the bad things we must do are covered in the rules of engagement. that is what makes the differance between a soilder and a murder

Rules of War was obsolete back in the 60s when we fought the 1st war with gerilla tactics--Veitnam where you cant tell the difference between enemy combatant and civilian, the rules of war be damned.
No one ever won a war by dying for there country, we won wars by making the other sons of bitchs die for theres --or something like that, General George Patton, US Army, WW2
pretty much sums up the only rules we need, kill the enemy.
That would be nice
but back to the real world......

to say there are "rules of war" is basicaly a oxi-moron. wars are made to.. well.. kill and do as much distruction as possible to get what you want... can you have rules for that?
