Where would I find loans for people that are on a fixed income?

Check with a bank or, if your community has one, a micro-loan agency. Do not go to one of those payday loan companies. They charge horrendous interest rates.

There's no reason why someone on a fixed income can't get a loan, as long as your credit rating is good.
