a child learns to speak by imitation. If the child grew up listening to both English and Chinese, the the child would most likely be bilingual.

Huh? You learn by hearing what is spoken around you. It would most likely be Mandarin Chinese, but if English is spoken around the child, he (she) would learn that too.

babies have to learn to talk to if someone who speaks chinese teaches the baby how to talk then it will probly learn to speak chinese. plus when it goes to school it will learn chinese stuff
