Technically a Canadian is a foreigner but usually needs little more than valid Canadian ID to visit the US.
I'm assuming you mean a visitor to Canada on a visa, visiting the US.
Are they visiting without a valid passport?
If their visiting on a visa with their passport they'll need to have it with them.
As, far as I know, as long as their papers are in order they can travel throughout the USA as long as their papers permit.

You need to check with the local US Embassy if you need a US Visa in order to travel to the US. Generally speaking, if you needed a Visa to visit Canada, You will also need one from the US to visit there. Also, there are a few countries that the US does not have relations with, that Canada does (like Cuba) that you won't be able to get a Visa.
And yes, there are border checks, and you would definitely be sent into immigration, and likely denied entry. So go to the nearest US Embassy and find out what you need. Here is a website for you:
