BECKIETA is mostly right. But just to clarify:
It is the lowest score that wins.
Each hole has a "par" for example if the "par" was 3 then you should get it in the hole within 3 tries. If you get it in only two tries, then you would be -1or 1 under par, if you get it in four tries you would be 1 over par or 4... so the negative means below par and the positive means above par. The one with the lowest number of strokes(hits) wins

In standard scoring the lowest score wins. In your example -2 is 2 strokes better than par and 2 being 2 strokes worse than par.
I think you might be confused as some tournaments don't use standard scoring. This last weekend The International was held with modified Stableford scoring which in the interest of brevity I will just say points are awarded for doing better than par and points subtracted for doing worse than par.
