It's the whole package. You got to have things in proportion. Me personally it depends on how I see you first. If I see from the side, it'll probably be the breasts and butt. If I see from you behind, well I think you know that one. If I see from the front, it would be the face, especially the eyes and mouth, then the waist (well, by waist it's the general shape of your body, but the main focus of a female's body is the waist). As far as working out. The only thing I think a female can really work out and make it look better would be her butt.

In order to look good, you should get an all around workout, trying to hit opposite groups og muscles. If you want tto work on your arms and shoulders, make sure you work on your chest as well. If you want to work on your abs, make sure you work on your back muscles. If you want to develop buns and thighs, make sure you you come at it to work all the muscles. Ever seen those muscle bound guys whose shoulders slump forward, they work on what they see, their chests, and their back muscles are too weak. If you work all over you will look better, not just because of more toning, but you will see results like increased energy and and weight loss that will better show off your hot bod. If you are going to the gym any ways, might as well make it worth the trip.

The sorts of things that I generally find most attractive in women can't be worked on - one has to be born with them. Having said that, however, a trim figure is a major plus.

You should work the overall body. You should not target just a single area of the body. A man's face is what I see first. Not his body, unless he is overweight. That I don't like.

As you can't really enlarge your bust by working out...
I guess it partly depends on how you dress. I can admire a nicely-toned calf, a smooth belly, nice shoulders, and thighs that look like fun!
Curves are good - a slim waist helps show them off.

Work on yourself...what's inside you, while toning your body to be healthy and feel good.....and I promise you that guys will be attracted to you. Don't focus on one part for the guys...that's not the type of attention you need.

Personally, I prefer women who works out at the library, but if you're just trolling for men, work on the pectorals. It'll make it look like you have a bigger bust.,

if your body is in proportion with your height, and all the bits inbetween are balanced, think of chicks with big shoulders and skinny legs, and big butts with small waists, its not a good look is it?

THIS IS THE PROBLEM, WITH SOCIETY... WE ARE SO CONCERNED ABOUT OUR APPEARANCE IN SOMEONE ELSE'S EYES. THAT WE FORGET ABOUT TRUE FITNESS... WORK ON YOUR TOTAL HEALTH FROM WITHIN THE REST WILL FOLLOW... TAKE A LOOK AT THAT MAN/LADY WHICH IS MISSING A LEG,ARM ETC.. BUT ARE HAPPY WITH THEMSELVES AND THEIR FITNESS.....
