All the Windows from Windows Millennium or Greater verson doesn't support the DOS Prompt. So you have to use Windows 2000 bootable CD and Boot from CD Rom and just format from that Bootable CD as Steps Shown while installing the Windows 2000.
Other Wise:
You have to Boot from Windows 98 Bootable Cd and go to CD Rom Prompt and Change Directory to "win89" and type "format c:\" or "format c:/q" for quick format and Press Enter
Hence, windows 2000 can't be reformated by any command prompt of Windows Itself. You have to try those above 2 Steps.
