I have adopted 2 from China and the most each adoption was was 15000 all included. paperwork, travel and hotels in China.
Plus, on your taxes, you get back 10,000 from each adoption from Federal withheld taxes. And you can take that over 6 yrs worth.
There are federal and private grants also for adoption. Just look up Adoption Grants.
Adoption, whatever path you choose, will be a rewarding one. Good luck

Private adoptions are more expensive but there are a lot of children available through the state or in government sponsored foster care that are crying for homes and it won't cost you an arm and a leg. In fact, you can often get financial assistance with their care.
