Walk up and say "Hi" with a really silly grin on your face and stare at them and wait for them to say something.

You seem like you already have a good foothold. Chances are, there is already some attraction and sweet tension on his part. You just need to give him a nudge in the right direction. I'm assuming you two are sorta friends, and he hasn't expressed interest in any other girls. You could drop him hints, be flirty, touch him ever so slightly (hand contact is nice, that'll get his attention). If he seems a little slow, you may need a third party. Someone you both feel comfortable with who can help you nudge him in the right direction. Hey, it worked on me.

Find something interesting about them. Maybe something in common? If it's a common interest, you can say "hey, i noticed that you like (yada yada), and I love that too!" Maybe ask their opinion about certain things, and just go from there! When I was on vacation at the beach, I saw a (very cute) boy and he was boogie boarding (so was I) and I went up to him after he wiped out and asked if he was alright. I asked him where he was from and I told him this was my first time boogie boarding (it really was too) and we talked for a while and boogie boarded together. It was very fun.
Moral of the story: find a common interest and have fun with it!

Are you friends? If not, become friends, like you would with anyone else. I know it's hard because it can be so nerve-racking, but you should just make an effort to talk with him, find out about his interests, see if you're still compatible and have shared interests, and take it from there. One step at a time. :o) Good luck!

Don't be shy and dont be all lame like trying to pick them up with a one liner. Be yourself, I know its easier said than done, but people like confidence and can sense when you fear. Just start a simple conversation, nothing fancy, it can be anything as long as you keep the conversation going, and believe me that doesnt take much and also it doesnt have to be grand. If you keep the conversation going they'll know you're into them, but dont hit on them like hey baby or whats your name, you'll get dissed faster than it took to get over there. Girls and even guys like it when you just approach them at ease and have a simple conversation, nothing fancy to start ya dig.

you find out if that person is attracted to you, then when you're sure, you write to that person tell her/him how you feel bout them, you ask them out on a date, or become friends first, for more info w/b
