You have what is called edema.An excess of fluid in your legs.My first suggestion would be to see a Dr because excess fluid can be a sign of more serious problems.In the meantime,cut down on your salt and elevate your legs whenever you get a chance.Put a pillow under your legs when you sleep and elevate them when you are sitting also.Support stockings also help,especially if you have a job where you are on your feet alot.

You need a massage.
Its not fluid, its just that your fascia is so bunched up, that you see a hand imprint when you touch one part of your body.
On massage technique is grabbing some tissue, a good couple inches, and push down with your thumbs, and "crawl" your fingers forward, grabbing more skin as you go. When you hit a spot where it is hard to grab the "tissue" (including fat) that means you have to grab ahold of more of it, and try to twist it side to side, and pull it up, away from the bone. This will help to release the fascia.
Its best to have a professional massage therapist do this, in case you have any contraindications for massage, and also to avoid injury.
It could also be swelling, aka edema. You might be swollen, and not know it. IF you lift weights, start easing up in your workouts. Dont follow the "no pain no gain" mentality, because that causes your muscles to tear and consequentially SWELL, which is why they get "big". Thats also why some people get so "small" so soon after they stop lifting. Truth- they didnt actually lose any muscle, they really just HEALED up.
Also, try drinking more water. If you are retaining water, its because your body needs it really bad. Its called Bloating, and its a sign of dehydration. So start drinking twice as much as you do now, water, of course, and give it a week.
If it still feels like you are having some kind of build up in your legs, then go see the doctor.

It may be that your body is retaining water. If your finger or socks are leaving an imprint on your shin or ankle, then your skin is too tight....too much water. Perhaps you should make an appointment with your Dr to discuss it.'
