This is normal. Some kinds suck their thumb, grab a blanket or stuffed animal, twirl their hair (my sister did that), pull out strands of hair, etc. Rocking is a comforting thing because mommy rocked her when she was little and it made her feel good. It may take another 5 years but you will probably start seeing a decline as she gets older...as long as people do not make an issue of it.
My son sucked his thumb when he was upset until he was 8. (His teeth are perfect by the way, he's 16)

Perhaps she needs more physical affection or verbal reassurance. It's a coping mechanism for her, at any rate, and it does no harm. As for your parents, take away whatever comforts them and see how well they do without it. Every kid is different and has different needs. To expect them to grow out of everything at the so called "proper time" is unrealistic. If this were some kind of horrible, aberrant behavior, I could see your concern. But the truth is, it isn't. What are you dealing with? The fact that you're making a mountain out of a mole hill and you're parents aren't helping.

My best friends daughter dose this too. She does it when she get sleepy or stress out. She has also been doing this since she was able to sit up. She will grow out of it, don't worry it takes time. Could you stop doing something just out of the blue. So don't worry.

I dont think theres a problem with it, each child has a way of coping with stress. You can help her learn new methods, such as playing a game or singing a song...
She honestly should out grow it, but theres no set time.
I used to do that from time to time when i was small... once in highschool i caught myself doing it. It passes as you grow. :)

Dont worry.
My 9 year old daughter STILL rocks herself especially in the car.
It used to be to soothe herself but now it's just a habit. It sounds as if your daughter is doing the same thing.
We just tell our daughter to stop. She doesnt notice that she's doing it until we tell her to stop.

I knew someone who did that ~ incessantly.
As for growing out of it, he was 23!
He was not an emotionally stable person, I would definitely get a second opinion.

She might have aspergers disorder, because I know someone that had the same problem and that's what they had.
