Legally never, atleast not in most US states. And as a personally thought, they really shouldn't. A 17 year old aint lived enough to know they want a relationship like that, and the older of the 2 is probly just a pervert anyhow.

I'm a guy and I would rather date a older woman then a date a younger gurl man. But I'm also a Canadian we also have different laws around that issue

HMMM....THEY SHOULDN'T!
BUT IF THE PARENTS ARE OK, THEN GO FOR IT.
MAYBE IF THEY HAVE KNOWN EACHOTHER SINCE BIRTH THEN MAYBE IS WOULD BE OK.
