Yes, I believe they can commandeer your vehicle, but it needs to be an emergency.

showing a badge has nothing to do with the legalities of taking your car. Depends which country you are in too - in America there are many legal reasons the police can take your car. In England there are fewer but still legal reasons why your car may be taken as evidence
Ahh - just read some of the answers that went on whilst I was typing this - I mis understood. You mean can police commandeer your vehicle for use in the course of their duty? In which case, I dont think there is any case law which states you must give your vehicle over for this purpose. However, if you did not do so, you may well find yourself answering one or more charges in court as your lack of willingness to help may have allowed some nasty person to escape when the public interest would have been best served by that persons apprehension.

If the situation is legit and he or she needs to pursue a suspect, then yes. However any damage done to the car must be paid for by the police department. So even thought it has rarely ever happened that I know of other than movies. they can

Not sure where you live so cant say for sure, but I would expect that they would have to be issued with some sort of warrant/order from a court. Even if it is needed for evidence.
