The welsh flag is supposed to be hung lower if you are in the US. I'm not sure by how much.

The American flag should be hung to the viewer's left. The field of blue stars should always be placed in the upper left corner if the flag is hung flat. (Any flag hung indoors should be flat, such as against a wall). Even if the flag is hung vertically, the stars go in the upper left corner! The Welsh flag should go just to the right of the American flag.

The stars in the American Flag are always in the upper left when viewed, whether hung vertical or horizontal.
When the U.S. flag is flown with other national flags, all the flags should be of equal size and flown on separate staffs of the same height. International law forbids a nation's flag to be flown above any other nation's flag during peacetime.

The American flag will go on the right side of the Welsh flag. Make sure the stars on our flag are on the upper left side.

In America: If you're hanging them on a wall, the American flag will hang to the Left of all other flags, at the same height or higher. While being hung on the wall, the Union (the blue stars section) will hang to the Upper Left portion as you face the flag. - USMC

These refer to US Code Title 4. They cover display of the US flag.
I believe the US flag should be to the right and at least as high. This assumes the display is in the US.
