not a great deal...
having it professionally serviced with a focus on the items that affect performance
strip out all the unneccessary weight (this is completely free, for 90% of the weight, if you have hands and an adjustable wrench) - spare wheel, rear/passenger seat, carpet, soundproofing, soundsystem, silly unaerodynamic "fast & furious" trim panels, etc. anything not concerned with your drag attempt or safety. keep "just enough" fuel in the tank only. wear shorts, sandals with no socks, no shirt or hat (only sunblock) and skip lunch.
run a one-shot bottle of fuel system cleaner through it (2.99)
change the air filter and the oil - i dont even mean fitting a k&n and using race oil, simply ensuring both are clean. (actually on an engine that hasn't already had some other tuning done to it, a sports filter and exhaust system tend to do precisely nothing - similarly for the majority of chips)
wash and wax it - you wouldnt believe it but a dirty, rough textured paint job can play havoc with the aerodynamics
go on a pro driver training course to learn how to wring more speed out, and make best use of the speed you have, safely
and if the budget stretches to it or if you strike lucky, and its an automatic - have a real gearbox put in, instead of some whirling contraption of syrupy fluids and altogether too widely spaced ratios with an alarmingly tall first gear. this will also help you save money on fuel and servicing to put towards more parts.
put it in a savings account towards a genuinely faster car
get a chip if you really think you must, but get it from a toyota enthusiast who's good with computer tuning - go find an online corolla owners group messageboard or the like. most of the tuning products are either out and out fakes, or damaging to your performance, catalyser and engine life, as they are often no more than a semi random electronic component jammed into the system to fool the computer that the engines in a state it isnt; a good chip wont do any of the bad things and should give a noticable - but SLIGHT - boost to acceleration, response and top speed as it works WITH the engine computer, increasing its output (and emissions, to legal maximums instead of the 'minimum possible'), and removing accidental or intentional (emissions/noise control again) flat-spots.
naturally you likely wont be able to do all of these on 200, so step back and try to ID what the weak links are in your cars performance chain and fix them first of all.

Toyota Corolla? HELL YES!! I own a 2005 Toyota Corolla XRS...first of all, this car kicked butt before I added dual exhaust and short ram cold air intake. The intake was really inexpensive, I paid $84.00. Cosmoracing.com is the place to look for all kinds of TOYOTA COROLLA vrrrrrrrrrrroooooom parts and accessories. I gained HP just from the cold air intake filter.
Oh and I only have three words for those who doubt the Corolla(commuter car pfffft) GET THE FEELING!!!!!!!!!!

Three things. Pick two to fit into your 200 dollar budget.
1. Free flow muffler.
2. Free flow Air filter
3. Computer chip.
Any two of these will see about a 15-20% increase in power. All three could take you to 25%.

First off it's a Corolla. Second off it's only 200 bucks.
Nothing. There is nothing you can do.

Save your money. A programming chip without intake, exhaust and other upgrades are worthless. The add-on low restriction air cleaners that look so cool and claim a net increase of 10HP is calculated in a research facility running over 3000 rpm. A low restriction cat/back exhaust will probably net you most HP for the money if you intend to drive it daily.

I own a 98 corolla and its the best car i have driven. If its a manual, which i suspect your from Europe and i know most cars are, its pretty speedy and it lasts forever. Ours has been thru a fence, side accident and missed oil change for 10,000 miles and it still runs strong, its the car i learned in too. i highly recommend it
