I have never asked someone if they wanted to have sex with them. Yet I have had sex with several women.
If you're making out with a girl, you ask if she wants to come home with you (or the opposite). If a girl follows you home (or you follow her home) at night time (not "dinner-time"), it's usually quite clear that both of you want to have sex.
No discussion or questions are needed! Just get those annoying clothes out of the way, slip on your condom, and go for it!
The thing is, girls are just as horny as men are. And despite what they say, they don't like wimpy guys that need to ask for permission. If she's ready, she's ready. Get off her (and yours) clothes, and f.u.c.k both of your brains away. "Take what you want", as the cavemen did back in the good old days. Trust me, if the girl doesn't want it, you'll get to know it anyway. And the embarassment is about the same as if you asked. But if you asked, you wouldn't get anything anyway.
There's nothing illegal about having sex. And there's nothing illegal about asking a girl if you want to have sex with her (but it's very stupid, since you're almost guaranteed to not get it). But if you want sex with a girl, and haven't even kissed her, chances are that any advances you make will have a pretty slim chance of succeeding. Just use common sense.

It is not legal to tell someone you want to have sex with them - unless it
comes across as a threat.
If you are holding a person hostage and say that to them, that would
probably at least be consider "considered criminal threatening".
Other than that, it is protected by the 1st amendment (Freedom of speech).
There are some really strange things going on in schools these days -
I'm not saying they are wrong, but they are surely counterintuitive.
For instance, if a 4th grader kisses another 4th grader, he or she might
get booted for sexual harassment.
There have been lots of exceptions to the freedom of speech in schools
and I can imagine that such a statement might be considered sexual
harassment.
However, if it is not made in an environment where it requires the
listener to do anything or general fear, it is fine to say.
Don't expect a useful reaction, however.
Generally, at least with new relationships, sex happens after a number
of interim steps (kissing, heavy petting, fondling, etc). That is, it is
after a progression of events - not just out of the blue.

It's only illegal if you are an adult and they are underage, it's sex with an animal, or if you are sexing up a prostitute.
If none of those is the scenario then you just say, "I think you are the most beautiful woman I have ever seen." Then you take her on a date to the beach at sunset with some Cabernet Sauvignon or Pinot Noir (Sparkling grape juice if you're under 21) and an assortment of fruit, cheese, and crackers. Then you won't have to tell her you want to have sex, she'll just give it to you freely.

I'd say wait until u are married, but if u think u can't wait that long and ur with a steady girlfriend then ask her what she thinks about having sex, ask her if she's ready. That is the big thing. Just because u want sex doesn't really means she's ready.

Sex? Is sex illegal? Of course it isn't. Well, it depends how old you are. If you're over 18 and your partner isn't, that's illegal and you can be prosecuted for statutory rape. If your partner is over 18 and you aren't, they can be prosecuted for statutory rape. If both of you are underage, that's a whole 'nother story...
If you're serious about your relationship, as is your partner, it shouldn't be too difficult; be casual about it. If you aren't at that stage of trust and intimacy, you shouldn't be having sex anyway.
If you've just met the person and you're of the promiscuous type, ask them to "come up for coffee."

Just go and take a shower and while there think of all the diseases you could catch which would really put you in a rather stupid position with your life....keeping sex for marriage is the smartest thing you could be thinking about....ask all the people with aids etc if they could turn back the time....and do things differently.

Depends on the forum, but to say it directly won't get you very far anyway. It's mostly body language, preparing moods and such. Ask her out, invite to your place, come in close to her and start kissing. Things generally progress naturally from there. If she isn't attracted to you in that way it will be appearant relatively early, but remember: women are attracted to confidence. If you know you're hot sh*t, she will usually respond.
