There are many factors invovled in this. If you are painting different colors above and below then you can move it down some. Other then that leave it up high towards the top.

"Wall-paper border" and "look best" ... in the same sentence? No, please don't do wall-paper borders. There are so many other options to give spaces a far nicer look. And, not to mention, once you put up a border, you are stuck with that theme/colours until you take it down. How about architectural mouldings instead? Like crown or chair-rail moulding? If you get the paint-grade stuff, it doesn't cost an arm and leg. Please, no borders!!

OH! okay... In that case... I would put it at their eye level, which I suppose would be at chair rail height. They should be able to appreciate the border - and if you put it at the top they won't see it. Paint above the border one colour, and below another colour - that way it doesn't look like a weird band floating in the middle of the wall for no reason!

Depends on what type of border you are referring to:
Top - Smaller Attention Getting Border (flowers/fruits etc)
Middle - Separator (used to separate, but coordinate two colors)
Bottom - to look like part of the wall (stripes, etc)

hi,i do alot of wall bordering in the middle and use a chair rail, right under it.it really ascents the room good luck

well it acctually depends what the wall paper looks like. i think it looks good on the bottom for the most part. and top. i probably wouldn't put it in the middle tho because it could look really bad if it didn't go with the wall paper itself

I think if you go middle it splits the room too much , I think if you find the middle and go a foot or so below it makes the room seem taller in length.
