It's because of all the welfare whores that are out there. Welfare must know who fathers a child so they can go after him. My fiance had to sign papers when both of our kids were born even though we weren't on welfare. Men have to sign a paper stating they are the father of the child.

yup that is how things worked for me back in 1996. If the Dad wasn't there to sign the certificate then there is no paternity established. Lucky for me since the father turned out being the biggest loser!! I ended up meeting a great Guy who became my husband and went and signed the birth certificate after we were married. That way we all have the same last name now and *our* son has a GREAT DAD!! ;o)

It is because so often these days after a child is born and the couple breaks up, the will often say" I don't think the kid is mine." Then there has to be a DNA test to prove that he is.

So in order for there not to be any argument later they have to sign a paper stating that they are saying the child is theirs at birth before they can sign the birth certificate.
It is mostly to help in catching dead beat dads.

Interesting... my husband did not have to sign anything when we had our daughter- but I can see why they would make that allowance for unwed parents. They have to be able to track/catch a father if they need to go after him for child support. It used to be enough if the father signed the birth certificate, but now they require DNA in courts to establish paternity for certain. Otherwise, it is her word against his.

unwed parents are made to sign papers stating that the said father is indeed the father. this is only for the purpose of establishing paternity, that HE agrees he IS the father and he will support the child. it is so he cannot later deny paternity and refuse to pay. it does not however, give him any custodial rights, that would have to be established later, if ever needed.
