As a rule of thumb,you should never go more than 3 shades lighter or darker than your natural hair color.
Depending on your hair color now:
If your hair is black I would suggest that first you lighten your hair to a medium brown and use Honey Blonde highlights.
If your hair is already meduim or light brown then just use the highlights.
If you buy a highlighting cap at Sally's use a small hook to pull through and pull only the holes with blue circles around them, you will have small highlighted strands all over and this will not be so dramatic and seem more natural.
If you like the results then each time you retouch use a bigger hook and pull through more hair.This way it will be a gradual change.

no.....someone with reddish-brown skin should stick to dark brown hair...honey colored hair would look 1) really fake and 2) really unattractive. you should just stick to your natural color.

it depends. Your style and pysical attributes count for a lot as well, besides your complexion.
Definitely not safe, can very easily end up looking trashy.
