The correct answer is Mr. Grog "Bubba" Wormanski from the early neolithic era somehwere around what is now the Great State of South Carolina. As he was walking along one day with club and fishing stick, they didn't call it a rod back then, in hand he found a worm and instead of eating it himself he threw it in the water at a fish that ate it. He fashioned a hook out of the rib bone of a early mammal closely resembling a raccoon and stuck another worm on it and whammo fishin with worms was born. After several sucessful attempts he tried larger worms and was eaten by a very large reptile when he leaned over to far on his fishing log, boats were another invention of his but he was eaten before he could prefect the design. His buddy, Borrg "Skeeter" Bassolaf, took his designs and love or fishing with worms and carried on the research. Now meelions of years later their decendants make worm like lures and boats.
