Photoshop is the best choice. You just have to learn how to use it. I'd look for tutorials or books that can help you use the program better. There are plenty of videos on YouTube (including an excellent series called "You suck at Photoshop"). A lot of it just comes down to knowing how each tool or command works. There are at least a dozen ways to make a selection, and they all can work with each other. If you need help with a specific edit (like removing sky and clouds), add this info or post another question.

Picasa 2 is a good one, you can download it at www.freefunfiles.com, just search for it and it will come up. If you are looking for something similar to photoshop but a little more user friendly, there is Macromedia Fireworks, which has been bought by Adobe now, but is still more user friendly in my opinion... If that still isn't for you, just visit www.freefunfiles.com and type "photos" in the search and several different programs will come up, you can choose which is right for you!

Gimp. It will take a little while to get used to - it's not photoshop an it's not ms paint. But it's powerful and best of all, FREE. And there are lots of tutorials out there.

They vary in complexity and capability, as well as learning curve.
The third link down is GimpShop which is Gimp with a Photoshop style interface, many people prefer this version of gimp.

Phto.Shp is by far the best. Good second choices > 1)JASC photoshop pro and > 2)MG!photosuite. PICASA is a good free photo editing program.
