I think the better question is - why do you want to compliment this woman's rack? If you're trying to initiate a relationship (or, more likely, a one-night stand), you definitely want to come up with a different opening statement. Speaking on behalf of women with nice boobs, we don't want that to be the only thing you notice about us, even if it's what caught your eye in the first place. You can tell us how much you like them later - when we're in bed. Not before. Until then, stick to less controversial body parts, like eyes and smile, or better yet - compliment her on something intangible, like her personality or intelligence, if you can. Good luck!

She's probably already aware of that and would not likely welcome that information coming from you. "Tact" is a moot point because if you don't know her, the whole conversation is out of place. Try looking her in the eyes and introducing yourself...that'll have better results, and you will have represented yourself as a person with respect for her and for yourself. Remember: we're all more than the sum of our parts. Try to see the bigger picture.

Well, first you have to really think about that one. Sexual harassment cases are running rampant nowadays!
But you could always say, that her blouse or shirt looks very nice. And you would like to know where to buy it because your girlfriend is chesty too and you like the way it compliments her figure. LOL! Just a shot in the dark.

I've told strangers before that I couldn't help admiring their bodies.
Maybe not specifically saying breasts, but certainly eluding to it. I've never been slapped but have been called a name or two, but have kindled some friendships from some of those that were more receptive.

Not at all. Unless you're in a bar and she has a drink in front of her. Still, be warned you may get slapped.
I'd use the term "beautiful breasts" if you're going to say anything at all.
