If you and your husband are US citizens and your child was born on a Military base ; your can write to or go on line to the Department of Vital Statics; as long as you have your social securities numbers including your childs; or go to your local Court House and Department of Vital Statics and they will do the paperwork for you; takes about 6 weeks to receive the Birth cetificate.

Check with the local courthouse or social services. They should be able to do a search and find a copy that way.

If you fail to work through German authorities, you can always contact the U.S. Embassy in Germany for details. I'm not sure exactly what they are entitled to do for you, but if I were you, the Embassy would be my first contact.
