Well, since historically the U.S. is the only country to ever use an atomic weapon against another country, and since the U.S. has the largest stockpile of nuclear weapons, the most sophisticated weapons, has more of them deployed all around the world, and the ability to launch one at any time anywhere, - we'll start with the assumption that the U.S. will be the one to do it.

I would imagine then, that it would be in response to another terrorist act on American soil that resulted in large loss of life. Then if a President such as Bush were in office, he would choose which city he would most like to nuke, massage the intelligence appropriately, and then go for it!

Today, it would probably be Tehran. Damascus probably isn't far behind. Ten years from now, when we're not in Iraq anymore and a hugely anit-American government has grown strong, Baghdad will be a distinct possibility.

Americans talk of nukes like they are toys. If any of you even saw a test detonation you would pee in your pants. Also americans haven't really seen the horrors of modern warfare on their own soil. All they have seen is musket fights from the revolutionary "war" which was nothing but a skirmish and the civil war, which was more like a "sectarian insurgency". Once americans see the effects of modern warfare on their own soil they will stop asking for war all the time. America is a threat to the rest of the world. It is not a superpower, it is simply a behemoth. It has a sickening economy, a bunch of dumb and incompetent people with little or no education. All it has to boast of is a ton of warheads, planes, missiles and ships.
Any sensible person would ask for permanent disarmament of all nukes everywhere.
