So do you need a start up floppy disk or the CD to install windows 95 on the computer? If this is the case, then you must also realize that finding patches for Windows 95 is pretty much nonexistant as well as all support from Microsoft ended about 3-4 years ago.
I would suggest if this is the case, to install one of the free Linux distributions instead. It will run a lot smoother and there are a lot of games, and applications that ship with most Linux distributions. Plus if you have broadband internet at home, you can download the ISO image and burn it to disk. This could be done in a matter of minutes if you have sufficient bandwidth for the download. If not, email me and I will give you my snail mail address so you can send me a self addressed CD mailer and I would be more than happy to download and burn to disk a copy of it for you myself.
By getting away from windows, you will be less prone to virus or Windows Update issues. And you wont have to worry about it crashing all the time on your kids as well. And dont worry, you will be able to open all MS office docuements on it as well.
Check out http://www.opensuse.org/ for a good stable distribution. I have it running on my kids (a 9 and 7 year old) computers, my business laptop and desktop both run Suse 10 on them, and my wife's laptop and desktop that she uses for business as well. I dont have a single MS product in my house, except for the two Pocket PC based PDA's we both have to access contacts and other data.
You will find that the older computer will run a lot smoother and you will be surprised at how easy it is to install and configure for them to use the computer.
Again email me and I can give you my snail mail address if you want to send me a self addressed stamped CD mailer for a copy of the Suse Linux install DVD. I would be more than happy to download and burn it to disk for you.

If you have windows 95, or windows 98, or even windows ME, you can make a start up disk within' those OS's. I think it's in within' the Add/Remove programs section or the system section, I can't really remember cause I haven't worked on any of those OS's for months.

If you cant find the Windows back-up disc for the computer then the only way would be to buy a copy of windows 95 which I imagine would be very cheap by now.
Most opnline computer stores should sell these.
