so i'm planning to move to NJ and buy a used car there. however someone told me that in order to buy a car in NJ i would have to have a NJ drivers licence. is this true? i have an out of state licence which i will transfer to a NJ licence later on but do i need to have a NJ one to buy the car now?

No, you don't need a drivers license at all to buy a car. Just to drive it. If you've been in NJ for less time than is mandated for a NJ license you won't need a NJ license to register it either.
