Wherein God says that he the sins of Israel are even more wicked that Sodom, and that he will rebuild Sodom "and her daughters" and restore their fortunes, and make them glorious?

Sodom represents the Gentile nations who would be blessed through Christ.

He was not talking to Israel. The subject is in verse 2.
He was talking about the land of Jerusalem. Jerusalem had an unclean birth. It was founded by the Jebusites and it was called Jebus.

1Ch 11:4 And David and all Israel went to Jerusalem, which [is] Jebus; where the Jebusites [were], the inhabitants of the land.

I know nothing of Ezekiel (except a reference to whether or not 'Satan' was described...in reference to whether or not there was a concept of heaven/hell in the OT) but
it sounds like one of several stories to convince others that God controls what happens-even when his 'chosen ones' have no direct influence...i.e. a way to cover their a** when things don't go according to plan ;-)
