Hard to file a complaint if you dont know who did it...there are probably more than one motorcycle unit...if that was the jurisdiction that he even worked in. He could have been from another jurisdiction even...so I would pass on this one, but keep it in mind for the next one...

Go to the department and advised them you want to file a formal complaint. The person taking your complaint will then forward it to internal affairs. Internal affairs reviews the complaint and will decide if it is a violation of the law or a policy violation. In this case the complaint would be forwarded to the officers supervisor for review. If the results find the officer violated the departments policy then the appropriate disciplinary action will be taken.

It is possible that the officer was responding to a call. Not all calls require them to go red light and siren. If he created an unnecessary danger to you or someone else, then I'd say yes definitely report it. Will anything come about of it? Probably not, but given the time of day and location they'll be able to determine what officer was there at the time and maybe the chief will have a little chat with him.

Go ahead and complain to police headquarters if you feel strongly about the issue. You should also understand that you might be asking for retaliation in the future. While that does not mean you will get arrested for for doing nothing, you can count on the fact that you will not be cut any slack. I would chalk this up to a bad experience and quit thinking about trying to get the cop in trouble.

I personally don't think that you should file a complaint. Especially since the action did not result in any bodily harm. Remember the police are a very powerful strong brotherhood. You could be asking for unneccesary trouble.

Did you get any kind of id on the cop? If not - let it go. If you did, call HQ and tell the person who answers you have a complaint on an officer. They will probably transfer you to his Sargent or to IA (Internal Affairs).
