I don't know where it's available anywhere in the US to purchase, but here's how to make it yourself:
Vanilla Ice Milk
1 ½ cups skim milk
¾ cup sugar
Dash salt
4 ½ cups whole milk
¾ tsp. vanilla
Thoroughly combine all ingredients. Cover and refrigerate 30 minutes. Freeze in ice cream maker.

Go to your freezer get a few ice cubes and put in a cup then fill it up with milk and there you got yourself some ice milk.

Ice milk is usually in the ice cream section of the store. It's sort of "light" ice cream I guess is the only way I know to describe it.
