Don't really understand the question.
I'm going to assume that you are asking if transmission lines can protect you from someone doing gps tracking on you.

The answer is 'depends'. If you are under some transmission lines and you can still get a cellphone signal, then if someone really wanted to, they could track you. If you can't get a signal that means the SNR is low, possibly caused by the transmission lines. In this cause, it depends, maybe someone could track you.
