Yes, sometimes these won't work. Some people aren't sensitive enough to them, but especially if the'yre on certain types of drugs.

tasers aren't effective on people with neurological damage or electricians. (No, I am not joking)
pepper spray oughta lay out just about anyone...even choke up the user.

That happened when I tazed and sprayed this humongous muscular green dude in ripped shorts. He was urinating in my periwinkles.
