Well, in the Bible, the word bishop just means overseer, and it was used kinda like pastor of today. So if you want to make an occupation of listening to, teaching, and praying for people, go for it!

In the Catholic Church, bishops are chosen (at the end of the day) by the Pope.
While a man does not need Vatican approval to be ordained a priest (that decision is made by the local bishop), no priest can become a bishop without the Vatican's okay.
As far as I know, it works like this: a list of candidates (priests) is provided to the Vatican nunciature (embassy) in the country in question.
From there the list is whittled down to three men. It goes to a committee at the Vatican, who then choose one of the three men and recommend him to the Pope.
After some Q&A, the Pope can either accept the recommendation and approve of the priest's ordination as a bishop -- or he can turn it down, and make everybody go back to the drawing board.
Such a rejection doesn't happen often -- but that's not to say that it doesn't happen at all.
Back in the 1980s, John O'Connor was not on the original list of candidates for a "job opening," but Pope John Paul II was not satisfied with the recommendations made to him.
This led, at the end of the day, to O'Connor being ordained Archbishop of New York and soon after elevated to the rank of Cardinal.

The life of a shepherd is often hard and trying. His is a full-time occupation. He must take reasonable care of himself if he is to take proper care of the sheep. It is expected of the overseer to be spiritually strong. The sheep look to him for strength and encouragement. Therefore, he must know his Bible so that he can impart the needed comfort at the proper time. Privately he will study the Word of God daily. He will meditate upon its wise counsel and seek to apply its principles in his life. He will pray to God for wisdom and direction.
Paul said: An overseer should be a “man presiding over his own household in a fine manner, having children in subjection with all seriousness; (if indeed any man does not know how to preside over his own household, how will he take care of God’s congregation?).” (1Â Tim. 3:4, 5) Therefore, the overseer’s family should be a model family in the congregation.
