I live in Chelsea, which is a cool, fairly affordable area, at least for Manhattan. Upper East or West Side are also nice, but a little pricier, as is Greenwich Village. Outside of Manhattan, Brooklyn is nice and also more affordable in certain areas. Some parts of Queens, like Astoria, are also decent.

China Town and Little Italy are fun, but you won't find any nice housing there. It will seem cheap, but for what you get it's not a good value... I've seen a lot of people make that mistake... so don't make that mistake.
Good value for your money... you'll get the best value on the Upper East Side. Surprisingly the far east side of the Upper East Side has been pretty cheap lately, like in the 70s, 80s around 2nd and 1st Avenues. It's a REALLY nice neighborhood, great apartments, and not too expensive.
The village is great too, I think there are still some good deals in the East Village and the Lower East Side, but some of the apartments on the LES are kind of gross and really small.
If you have money, I'd live in Gramercy. It's near everything, and really nice.

NOT Chinatown or Little Italy. Its very dirty and smelly. Brooklyn is fantastic and so is the Upper West Side. I love the Upper East Side, its where I live, however it can get a tad bit boring after a while, thats why the West side is more fun. Its more earthy and entertaining. The East Village has gotten really nice but also REALLY expensive. I wouldn't suggest the Theater District or Hells Kitchen, its not that nice.

Chinatown and Little Italy are basically the same place now. Very Noisy and very busy and still quite expensive.
ShHo, is way fu fu shee shee, expensive.
Brooklyn is very diverse in type area and cost.
I lived in Manhattan for almost 7 years and have been in Brooklyn for 3 months. I really love Brooklyn. Cheaper, more space, and an easy commute to the city.

Brooklyn or the Village. The upper west side is pretty cool, but has gotten really yuppy and family-centered, so is less fun if you're single. Brooklyn is great and WAY more affordable. If I got to pick, though, I'd LOVE to live in Chelsea or the East Village.

I'm from Cincinnati so I'm a layman. When I went to Brooklyn it was less cluttered, and besides they have Coney Island. Manhattan is TOOOOOO hectic.
