Both things happen to me sometimes when I get introduced to friends of friends. It doesn't exactly make me feel encouraged to talk to them.

Well, if they're too shy to break the awkward silence, then you should give it a try. Just start talking, and see where the conversation ends up. Who knows, you would end up digging to the core of somebody and realizing that your in love with them later on in life... you never know. So what's the harm in trying?
