If you speak Russian, the following link will tell you all you need:
http://coitin.com/rus-aids.html (it has a couple of diagrams that you'll find useful even if you don't speak Russian)

The data are slightly outdated (2004), currently the official number is 351,000 of HIV-positive people (200 cases per 100,000 people). Unlike many other countries, about 30-50 % of newly infected are women. To curb the pandemic, funding has increased 20 times over the last couple of years. In 2006 3 bin rubles (about $100 million) has been allocated.
I found this information on another Russian site - http://civilg8.ru/5586.php

Finally, here is a report in English, with even more outdated data: http://www.tpaa.ru/files/upload/publications/829.pdf
