Religious fanatics of all creeds, colors and faiths. If you count in the Crusades (the Muslims, Christians, Jews, and whoever else was involved), the fairly recent Irish Protestant-Catholic feud, the Inquisition, witch trials, and every other time in human history where one people has killed another for the reason that "God said to".

If your talking about civilians and those not in the war directly, that is truly a hard question. When Bush Sr. declared war on Iraq, Hussein said every man, woman and child were in his army and would fight. Takes all the innocents out of it doesn't it? It is a well-worn military tactic to use civilians as sheilds (dates back to ancient Greece and further back than even that). Does that mean the dead civilians are on the hands of the invading army or the army that hides behind them?
I asked a similar question to this one (Which Religion caused the most wars), and got no definitive answer. Most people said , 'all wars', but I was looking for which one. Naturally, no one picked their own Religion. On this question, I'm sure no one will pick their own Country.

I would think the Holocaust would have to count for the biggest single act of evil perpetrated on innocent people.
These were not even "collateral damage" as modern strategists put it.
Their torture and murders were planned out and executed to every detail.
So my vote goes for Hitler on this count.
Other invaders laid to waste many nations and peoples, but ancient populations were not as dense as modern ones, so however bad the Mongols were, they only killed by the thousands, not millions.

Hitler....closely followed by Genghis Khan or Vlad the Impaler,...I don't know It's tough to pick just one in the entire history of the world...Hitler is definately the highest person I can think of....the holocoust, treatment of russians during WWII, not to mention the countless lives lost in numerous bombings, battles....yea that's my best guess....

Why dont you look at Stalin (killed 60 mil),Hitler (6+ mil),and Chairman Mao Zedong(approx 6 mil), they killed more of their own people than anyone else in history.
Go Back to school and learn something.

These days, it's the Muslim terrorists who strap bombs on their children and send them into restaurants and malls to kill innocent people or fly planes into buildings.
Historically, it's the nations that are controlled by dictators.
