I was wondering if the seller from the state you are purchasing from, or the FFL holder that he ships to would be the person to sign a purchase permit for the gun that I purchase. My state requires a purchase permit, but the seller's state does not.

the dealer you are getting the gun from.
when you buy a gun over the Internet, or from some one in another state, a FFl sends the gun to your transfer dealer (your local gun store), then the local store would have you do the paperwork required for you to get the gun. fore your local store it is like any other transfer they do, they just don't get payed for the gun. most places that to transfers will charge a fee for it, and you need to make sure that a store will do a transfer. none of the gun stores in my town would, so i go to the next town over for transfers.

This sounds like something that would be taken care of by the transfer dealer..In other words, the dealer that you are taking possession from..The dealer who is taking care of the transfer for you should know, i'm sure this would not be a first for them.. They are required to know the laws in their state. The BATF would be somewhat "dissapointed" in them if they did not...

Your local FFL holder should be able to answer that .
