Ideally you should separate cardio and weightlifting into separate days. But in the real world ...we don't have time to spend 6-7 days a week in the gym.
When you weight lift always warm up by doing light cardio (jog on treadmill, elliptical) for 5 -10 minutes before - this gets the blood flowing to your muscles and will give you a better overall weight lifting workout (you'll be able to lift stronger).
The answer to your question is that the harder/more weight you lift the more muscle mass you will gain - regardless of the order fo training. Since your goal is gaining mass (achieved by lifting hard) always lift first to optimize your session. Cardio first will deplete your energy and sub-optimize your lifting session.
One more tip - if your goal is to build muscle mass while losing body fat here is all the cardio you should be doing:
20-25 minutes of high intensity interval training (HIIT) 2 to 3 times a week (no more than 3). If you do have a lot of body fat to lose though replace your third HIIT session with a 45 to 60 minutes of low intensity cardio once a week. This will improve fat burning without reducing muscle mass too much.
The one caveat of my advice is you need to be getting the nutrition piece right too - a clean diet of quality protein, whole grain, unrefined carbs, veggies and good fats. Oh and no alcohol and plenty of sleep.

Your muscle mass is related to proper lifting techniques, proper diet, and making sure you get enough protein intake right after your workout. Usually, people will do the cardio before they lift because it is more convenient. Just make sure you eat a good meal with heavy protein (meat) or a protein shake, stretch, and drink plenty of water.

no, but doing cardio before resistance will limit your ability to grow.
what you need to do is eat 6 protein meals a day and have a
protein shake with simple carbs right after working out. take a multi vitamin and supplement with whey, creatine and glutamine you will grow.
it is recommended that you do cardio after weights or on a separate day.

i don't know if doing it before or after changes the equation, but a mixture of cardio and weights both burns fat and builds muscle, so cross train!

No don't not do weights before cardiovascular its hurts your body.
you should run one day then do weights because you want to give your body time to recover b4 do it again.

I would do cardio first,. get the circ going, and then lift.
Obviously, the cardio would not be exhausting.
