make sure it's ok with your step sister first. if it's okay with her, then try and asking out this mutual friend by inviting her to dinner or a movie.

Find out from your step sister if this is true or not first. If she says that her friend does like you, then ask her if it would bother her if you were to ask her friend out. If all is good, then just go for it. If she has told your step sister that she likes you then she will be soooo happy if you ask her out. She will also be happy that your step sister is supportive of the two of you. GO FOR IT!

Start heavy flirting immediately. Do this in front of your sister.
I'm not kidding. You need to see how your sister is going to react to having her friend "stolen" by her brother.

if u know that she likes you, you should ask her out when you get a good chance. talk to her for a while and then once you get to know a little bit about eachother you should then ask her out.
