Technically, it would be a better idea to surprise her by takin' her to a shelter or rescue. That way she can help pick out the dog/puppy.
Bonds are better made before an animal is brought home. What will you do if the puppy you 'surprise' your mom with, isn't something she wants, or has behavorial problems?

Please do not buy a puppy for your mother. The pound sees many many "gift dogs" that did not work out because the recipient did not pick the dog out themselves and never bonded with it.

Do this instead: Go to the pet store and buy a cute dog toy. Wrap it up with a note that says something like: "This toy is NOT your gift it is actually FOR your gift. Let me help you pick out a new special friend." Then talk to your mom about what kind of dog is her dream dog. Then you can go with her to the shelter to pick out the dog of her dreams.

This way she gets what SHE wants, not what YOU want.

Besides many shelters will not adopt a dog to you because you are going to give it away as a gift. My shelter has a firm policy against it.

you could search on the internet, or ads in the newspapers, or if you can find a dog newspaper, they usually have some kind of ads for breeders.
