The condition you're asking about is hydrocephalus, which is what happens when the flow of the fluid in and around the brain is obstructed. We all have a natural water cushion surrounding the brain and spinal cord, consisting of a layer of cerebrospinal fluid. This fluid is produced in the brain, in a series of cavities called ventricles. Hydrocephalus is what happens when there is a problem with the flow of that fluid, which increases the pressure inside the head and causes the ventricles to expand. In small babies, whose skull bones have not fused, this will also cause the head to expand, sometimes to grotesque proportions.

These days hydrocephalus is usually treated surgically by implanting a shunt, which is basically some sort of system of tubes and valves to redirect the fluid out of the brain and into another body cavity. This reduces the pressure in the brain and prevents further damage, while giving the fluid someplace else to go and be reabsorbed...usually the abdominal cavity, but sometimes the bladder or the space around the lung. There are many variations on a shunt system, but they all have the same objective of reducing the pressure inside the head to normal levels.

i think what you mean is called hydrocephalus when the baby is in the womb the skull does not form properly and amniotic fluid seeps inside therefore stretching the size of the head. hope this suffices

It is a condition called hydrocephalia. Nothing to laugh at or joke about, almost all children who have it die in their first few years. Its mostly genetic, and there is barely anythign that can be done.
