I dont think it would scare her off, it will probably let her know how you are feeling without you having to say it... and hopefully you will find out if she feels the same way or wants to keep it friendly... either way it ends up being a nice birthday surprise, its thoughtful!

I don't think it would really scare her off, but she might be into a new relationship now and might be taken aback by your gift. I'd give her a call first, just to see how she treats you again. Keep the conversation short, don't attempt to make a date or anything. If it was enjoyable, then send her roses. Personally, even though I know different colors mean different things, I see nothing wrong with sending her a mixed color dozen. Better yet, you might show up and deliver them yourself with a cut rose between your teeth -- but make sure that particular rose is dethorned first! I personally think if you sent her a boquet of 12 red roses, without any warning, she might think that you are desparate and really want to get back with her.

It's clear you're aware that different colors of roses signify different levels of emotional attachment. Even if you're interested in re-kindling an old relationship, I highly advise treating it as if you were starting over with someone else. If you must go with roses, then I would go with pink, or some non-traditional (and therefore "meaning-less") color like purple if she's into that. Though my first reaction would be to skip roses altogether. Flowers in and of themselves are romantic enough that even a mixed wildflower bouquet will have plenty of meaning for a just-started relationship.

Depending on how the relationship between the two of you has progressed (I'm not sure what "friendly" means to either of you), she may appreciate the gesture.
Maybe something else - like her favorite flowers in her favorite color.

Red roses are a deep expression of ever-lasting love. You will have to gauge how she is feeling. If she's still holding you at a distance, then pick another color or even another flower. If she seems to be on the same page as you, then send the red ones.

If she doesn't feel the same way towards you, in wanting to get back together, you might notice her backing off a bit. If its her birthday, I'd send her yellow roses instead, that's a nice gesture and good start in her seeing how sweet you are.

Roses are generally used to show emotions, the different colors signify the different emotions. Red being the most common, which is love or romance.
Ultimatly you can give her roses and she can think what she will.

You know the extent of your relationship better than we do. If I were in her shoes and I'd expressed to you in some fashion that I'd be interested in getting back together, I'd LOVE the roses.
But if it's been pretty platonic... And it also depends on WHY we broke up in the first place... I'd likely roll my eyes at the roses.
